What does it mean to be “pro-democratic”?

The question is not as easy to answer as it might seem.

I can encourage people to vote in local elections (and do), but I might also have serious reservations about the nature of those elections, to say nothing of other democratic activity that’s supposed to happen well beyond the ballot box.
